Computer Power Supply Unit Failure ... Is missing grounding to blame? - computer power unit

My team could not be started if the power is only just beginning, and the processor is started and led the fan. No startup screen. I borrowed a friends PC now died in the same way. I looked at the chassis with a sample test and suspension is in progress, and if I play barefoot, is a small shock. There is no basis in our home with three barbed-son, cable only two points.

My questions are:

1. This earth / chassis ground is a good solution?

2. Should I stick a pin into the ground and connect to the chassis for a limited period, until you get to find the time for a new unit for the entire row?

3. What type of copper, iron vs? Because iron is cheaper and can be replaced if stolen from outside my house.
